巴西东北部联盟代表团一行考察访问鄂尔多斯市

上午，代表团先后参访鄂尔多斯“沙戈荒”中北部新能源大基地、库布其沙漠北缘锁边林带、鄂尔多斯城市规划建设。在“沙戈荒”中北部新能源大基地，代表团一行详细了解了鄂尔多斯市以光伏治沙、以路治沙、工程治沙、科技治沙为主的荒漠化治理“库布其模式”；在库布其沙漠北缘锁边林带，代表团了解到，通过锁边林带与库布其沙漠绿化带、淤地坝、光伏治沙带等共同构筑的立体防护体系，把这里曾经年均向黄河倾泻泥沙量2700万吨降至如今的400万吨。代表团对光伏治沙及治沙立体防护体系深感震撼，对鄂尔多斯市在防沙治沙工作中付出了大量努力和取得的成就表示赞赏。在康巴什区，市外事办主任郝赟带领代表团一行参观了鄂尔多斯市城市规划建设代表性景点，并做详细介绍。代表团通过实地参访感受到鄂尔多斯市城市规划建设的理念、路径及成效，并表示高度赞赏。巴方表示，鄂尔多斯市在防沙治沙及城市规划建设方面有大量宝贵经验，值得巴西学习借鉴，并希望中巴两国在相关领域继续加强合作。

In the morning, the delegation visited the Ordos “Desert-Gobi-Wasteland” Central-North New Energy Base, the Edge-locking Shelterbelt Forest along the northern edge of the Kubuqi Desert, and the Urban Planning and Construction of Ordos. At the new energy base, the delegation learned about Ordos’ “Kubuqi Model” of desertification control, which primarily features photovoltaic sand control, road construction sand control, engineering sand control, and technology-based sand control. At the Edge-locking Shelterbelt Forest, the delegation learned that the multi-tier sand control system formed by the Edge-locking Shelterbelt Forest, the Kubuqi Desert greening belt, “Yudiba” dams, and the photovoltaic sand control belt has reduced the average annual sediment discharge into the Yellow River from 27 million tonnes to the current 4 million tonnes. The delegation was deeply impressed by the photovoltaic sand control method and the multi-tier sand control system, and they expressed appreciation for Ordos’ efforts and achievements in desertification prevention and control. In Kangbashi District, Hao Yun, the Director of Ordos Foreign Affairs Office, led the delegation on a tour visiting representative sites in Ordos’ urban planning and construction, and provided a detailed introduction. Through this on-site visit, the delegation gained a firsthand understanding of the concepts, approaches and achievements of Ordos’ urban planning and construction, and expressed high appreciation. The delegation said that Ordos has very valuable experience in desertification prevention and control as well as urban planning and construction, which they would like to bring back to Brazil, and expressed the hope that China and Brazil will continue to strengthen cooperation in relevant fields.

下午，市政府副市长吉日木图，相关部门负责同志及相关企业代表与代表团一行进行座谈交流。座谈会上，吉日木图副市长介绍了鄂尔多斯市相关情况，参会企业代表分别介绍了相关业务发展情况并表达了合作意向。代表团简要介绍了巴西东北部情况，并表示，巴西东北部一些地区气候条件与鄂尔多斯市相近，同样面临着荒漠化的挑战。巴西很愿意向包括鄂尔多斯市在内的中国城市学习交流并促成合作，共同携手为全球防治荒漠化和两国人民福祉做出贡献。

In the afternoon, Jirimutu, the Vice Mayor and officials from relevant departments and representatives of Ordos’ enterprises held a symposium with the delegation. At the symposium, the Vice Mayor
gave a brief introduction of Ordos City to the delegation, and Ordos’ enterprise representatives introduced their business development respectively, and also expressed interest in future cooperation. The delegation introduced the situation in Northeast Brazil
to the participants. They said that some areas in Northeast Brazil have climatic conditions similar to Ordos and face the same challenges of desertification. Brazil is very willing to learn from and cooperate with Chinese cities, including Ordos, and work together to contribute to global desertification control and the well-being of the two peoples.

会上，鄂尔多斯市正式向巴西东北部联盟发出参加第十一届库布其国际沙漠论坛邀约，希望将中国荒漠化防治的成熟经验向更多全球南方国家推广，携手应对土地退化挑战。同时，也希望双方以此次考察为新起点，建立健全常态化沟通对接机制，围绕防沙治沙技术研发、模式推广、产业培育等重点领域开展务实深入合作，推动形成更多可落地、可推广的合作成果，共同为全球荒漠化治理贡献智慧和力量。

At the meeting, Ordos officially extended an invitation to the Brazil Northeast Consortium to attend the 11th Kubuqi International Desert Forum, hoping to promote China’s experience in desertification control to more Global South countries and jointly address the challenge of land degradation. The two sides also hope to take this visit as a new starting point, establish a connection and coordination mechanism, carry out practical and in-depth cooperation in key areas such as desertification control technology research and development, model promotion, and industry cultivation, and produce more practical and replicable cooperation results, contributing wisdom and strength to global desertification control and prevention.

下一步，市外事办将发挥好“外事+”作用，积极协同相关部门，推动我市与巴西相关城市和机构友好交流与合作，继续扩大鄂尔多斯国际“朋友圈”，为我市高质量发展贡献更多外事力量。

The Ordos Foreign Affairs Office will continue to utilize the “foreign affairs plus”model, coordinate with relevant departments actively, promote friendly exchanges and cooperation between Ordos and Brazilian cities and institutions, continue to expand the city’s international “circle of friends,” and contribute more to Ordos’ high-quality development.
